MAPC tackles canola plant TIF

ENID, Okla. — Dr. David Vanhooser was appointed to the Tax Increment Finance District Review Committee for a planned canola plant at Monday’s Metropolitan Area Planning Commission meeting.

Northstar Agri Industries’ canola plant will have an estimated $3.75 million annual payroll with 55 full-time jobs. Officials confirmed Monday the plant will be located at 66th and Willow. It will include a railroad spur and a storage facility.

The plant will be able to process 2,200 tons of canola per day, or 760,000 tons per year. It will include a full refinery capable of annually producing 580 million pounds of food-grade refined canola oil and 450,000 tons of canola meal.

A TIF district establishes an area in which increased ad valorem taxes will be delayed for a specific period of time. The funds would be used to defray the costs of project development. Tax-receiving agencies continue to receive taxes at the current ad valorem rate until expiration of the TIF, at which point ad valorem taxes are paid out based on project improvements.

In other business, commissioners:

• Approved a use by review petition and site development plan for a parking lot for Davis Missionary Baptist Church, 1105 N. Davis. The church wants to use lots across the alley from the church as additional parking. The property is zoned R-4A family residential. The additional parking would be at 1020 N. 12th. Planning Director Chris Bauer said there would be no adverse affect on the adjoining properties.

On the approved property, handicapped-accessible parking was developed closer to the church, rather than across the alley.

• Approved a modified site development plan for a trailhead on Cleveland. Robert Hitt, city of Enid director of engineering, said changes to the plan will reduce the size and change the type of structure. Hitt said those changes are expected to obtain better, more competitive bids in hopes of saving money on the project. The proposed trailhead is at 1231 S. Cleveland.

• Approved a site development plan for Pelagic Tank LLC, 221 S. 54th. The plan involves a 1,440-square-foot mobile office building. The property is currently zoned I-3 heavy industrial, with I-1 light industrial north, south and east. City staff said the plan is in compliance with the permitted uses allowed in the I-3 zone.

• Approved a request for a lot split for a parcel at 2805 N. Van Buren, the site of the former Triangle Insurance headquarters. Triangle moved to the former Hiland Partners building.

A site development plan for a bed and breakfast at 501 Kenwood for additional parking was withdrawn by the applicants and will be presented at a later meeting.
