Enid man arraigned on DUI, child endangerment charges

ENID, Okla. — A 27-year-old Enid man was arraigned Thursday on charges of DUI and child endangerment stemming from his March 12 arrest.

Garrett Loyd Dickey appeared via video from jail Thursday, before Special District Judge Brian Lovell.

Dickey was arraigned on felony charges of child endangerment by DUI, and DUI, as well as misdemeanor counts of driving with license suspended, transporting an open container and obstructing an officer.

According to an affidavit filed in the case, Enid Police Department officers responded to a report of a fight at 8:31 p.m. March 12, in the 1800 block of Leona Mitchell.

When officers arrived, they could hear a woman yelling, but could not hear the other party. Officers heard the woman tell whomever she was yelling at to “get back here” and “I know you’re drunk,” according to the affidavit. Police spoke with the woman and found she was on the phone with Dickey.

The woman said Dickey was her children’s father and Dickey had left with their two children in a maroon SUV. Police asked her if Dickey was drunk, and the woman said he had been drinking, according to the affidavit.

While police were speaking with the woman in her apartment, a vehicle pulled up in the 400 block of East Steele, and a man began yelling. Officers went downstairs and saw a man getting out of the driver’s seat of a vehicle, with two children also getting out of the vehicle.

The man walked past an officer and up to the woman’s apartment. Officers noted a strong odor of alcohol, according to the affidavit. Offices told Dickey they needed to speak with him, and as he walked toward them he was unsteady on his feet and unable to walk a straight line, according to the affidavit.

Officers asked Dickey if he had been driving, and Dickey told the officers he took his kids out of the house during the disturbance, according to the affidavit. He said the children’s mother called him so he came back.

Dickey also told officers he’d had a “couple of beers” and then told them “two or three but I’m not drunk,” the affidavit states. Dickey’s speech was slurred and he swayed while speaking to officers, according to the affidavit, which also noted Dickey had bloodshot and watery eyes.

When officers asked Dickey for his identifying information, he ran but was caught and placed under arrest on outstanding warrants, according to the affidavit. Dickey told police he ran because he knew he had a warrant for his arrest.

Officers advised the woman Dickey had been arrested and she gave officers consent to search the vehicle, which belonged to her.

Officers found an open 16-ounce Coors Light can and a dugout, containing a green, leafy substance and a metal pipe, according to the affidavit. Dickey refused to take the state’s sobriety test and dispatch found Dickey’s license had been suspended.

Dickey faces up to four years and/or a fine of up to $5,000 on the child endangerment charge, and one to five years and a fine of up to $2,500 on the DUI charge.

He is being held in lieu of $15,000 and was ordered to return to court April 22 for a bond appearance.
