MAPC to name representative to TIF committee

ENID, Okla. — A representative to a new Tax Increment Finance committee for a proposed canola plant will be named tonight during Metropolitan Area Planning Commission’s regular meeting.

The canola plant will have an annual payroll of $3.57 million and employ more than 50 people, said Brent Kisling, executive director of Enid Regional Development Alliance. It will be owned by Northstar Agri Products, a subsidiary of PICO.

The plant will be able to process 2,200 tons of canola per day, or 760,000 tons per year. It will include a full refinery capable of annually producing 580 million pounds of food-grade refined canola oil and 450,000 tons of canola meal.

A TIF district establishes an area in which increased ad valorem taxes will be delayed for a specific period of time. The funds would be used to defray the costs of project development. Tax-receiving agencies continue to receive taxes at the current ad valorem rate until expiration of the TIF, at which point ad valorem taxes are paid out based on project improvements.

MAPC is one of the entities that places members on the committee, along with the taxing agencies in Garfield County, including Enid Public Schools, Autry Technology Center and Garfield County Health Department.

Also on the agenda is:

• Approval of a site development plan for Davis Missionary Baptist Church at 1105 N. Davis.

• A site approval for parking for a bed and breakfast at 501 Kenwood. The parking area would be 518 W. Pine.

• Discussion of a site development plan at 1231 S. Cleveland for the Cleveland Street trail head. The trail head is part of the citywide master trail system.

• A site plan for a new 440-square-foot mobile office building for Pelagic Tank LLC.

• A lot split for a parcel located at 2805 N. Van Buren.
