City commission to eye downtown hotel possibilities

ENID, Okla. — Enid city commissioners will see a presentation Tuesday night on a proposed downtown hotel during the commission’s regularly scheduled meeting.

Dave Owen and Dave Mashburn of LodgeWell Group LLC of Overland Park, Kan., will present the city with options for a downtown hotel “coincident with the Events Center and Convention Hall.”

Options include development of parking facilities and retail development in the immediate area of the Enid Renaissance Project, according to the city commission agenda.

Enid city commissioners in December agreed to a 120-day partnership with LodgeWell to develop a plan for possible construction of the downtown hotel.

The city previously identified four possible locations for the new hotel: the opposite corner from Cherokee Strip Conference Center at the corner of Maine and Grand; west of Convention Hall in what now is a parking lot at Cherokee and Independence; and two sites at the corner of Oklahoma and Grand, with one facing Grand and one facing Oklahoma.

Also in tonight’s meeting, commissioners will consider amending the Enid Municipal Code to allow for construction of temporary workforce housing in I-1, I-2 and I-3 industrial zones.

The Metropolitan Area Planning Commission recommended making the amendment in its Jan. 28 meeting to meet increased housing demand for oil field workers.

The proposal forwarded from MAPC specifies a temporary amendment to permit for the workforce housing facilities for five years with a five-year option.

The ordinance also would include an 8 percent fee for the housing units to offset what is lost in hotel/motel tax revenues.

City commissioners also will consider awarding a contract to Goins Enterprises of Joplin, Mo., for copper mitigation in the city’s sewer system.

The city solicited bids to “reduce the concentration of copper contaminants in the sewer system to comply with the Oklahoma Department of Environmental Quality’s Consent Order to address copper leaching.”

Phase one of the project calls for replacing existing copper service lines from the water main to water meter with poly pipe.

Tonight’s commission agenda lists three areas to be monitored for copper leaching based on the year the subdivisions were constructed: Cedar Ridge, The Meadows and Heritage Hills.

Goins Enterprises submitted the low bid for the project at a cost of $249,900.

The commissioners will meet in a study session at 5 p.m. in the Lower Level Conference Room and in their regular meeting at 6:30 p.m. in the Council Chambers, both located in the city administration building at 401 W. Garriott.
