NOC Regents reject bids on Clay Hall

ENID — Northern Oklahoma College Regents rejected bids on Clay Hall recently and are back to square one.

Lynn Smith, a member of the regents from Enid, said two bids were received and both were rejected because they failed to meet standards established by regents. One bid had contingencies built in, but regents had specified there be no contingencies in the bids, and the second bid was not accompanied by the earnest money.

Administration officials advertised for sealed bids for the 1940s-era building on the southwest side of the NOC Enid campus. The former women’s dormitory is 59,800 square feet, including three floors and a basement. The building was advertised because there was interest and an inquiry made about it. It has been closed for 20 years, and interim NOC President Tom Poole said it is an eyesore.

Smith said he guessed the next step will be to rebid, but he said that would be a board decision. Regents have a regularly scheduled meeting Wednesday, and Smith said he anticipated they would officially reject the bids and go forward.

“They could reject them and do nothing” he said. “The board could reject the bids, then ask for a motion to rebid. That’s my guess.”

The board declared the building surplus property and bids were opened Monday in the president’s conference room at the Tonkawa campus. Regents also planned to sell about three acres of land along with the building. No minimum bid was established.
